وفي ضوء الفرص المحدودة لتطوير سبل استغلال نفط بحر قزوين، تشير الدراسات إلى أن فرصة التنافس الجاد مع نفط منطقة الخليج العربي ضئيلة، وأن سيطرة دول الخليج العربية المنتجة للنفط على السوق قد لا تتأثر نسبيا على المدى القصير أو المتوسط. ومع ذلك، سيكون نفط بحر قزوين إضافة مهمة إلى إنتاج النفط من خارج منظمة أوبك، وقد يهدد في النهاية الوضع المسيطر لنفط منطقة الخليج العربي، ما لم ينتهج منتجو النفط في المنطقة سياسات تسعير وسياسات استثمار أكثر توجها نحو اقتصاد السوق.
