لماذا بقيت التنمية مشكلة حقيقية في الدول العربية على الرغم من أنّ مؤشّرات النموّ الاقتصادي لم تتراجع؟ السؤال يتطلّب مراجعة الوضع التنموي في الدول العربية في العقود الأخيرة للوقوف على الإشكالية في أبعادها المترابطة اقتصاديًّا واجتماعيًّا وسياسيًّا. فالإشكالية تفترض إعادة النظر في السياسات التنموية العربية في ظلّ عدم وجود دولة مقتدرة تتصدّى لتحدّيات التنمية المستدامة من خلال لماذا بقيت التنمية مشكلة حقيقية في الدول العربية على الرغم من أنّ مؤشّرات النموّ الاقتصادي لم تتراجع؟ السؤال يتطلّب مراجعة الوضع التنموي في الدول العربية في العقود الأخيرة للوقوف على الإشكالية في أبعادها المترابطة اقتصاديًّا واجتماعيًّا وسياسيًّا. فالإشكالية تفترض إعادة النظر في السياسات التنموية العربية في ظلّ عدم وجود دولة مقتدرة تتصدّى لتحدّيات التنمية المستدامة من خلال وضع تصوّرات تضبط إيقاع العلاقة بين الحاكم والمحكوم بغية تخطّي العوائق الاجتماعية والثقافية والسياسية والاقتصادية. فالدولة تضطلع بدور في مجالاتٍ عديدة في حال أسّست خطوات ثابتة تمهّد لعملية الانتقال من نموذج "الريع" إلى نموذج "الإنتاج" وما يتطلّبه من تحوّلات في تشغيل القوى البشرية وتعديل أنظمة الثقافة والتعليم وتحسين توزيع الدخل والحماية الاجتماعية.
وأدّى الخلل الذي أصاب العقد الاجتماعي بين الدولة والمواطنين إلى ضرب أسس الاستقرار والسلم في عددٍ من الدول العربية ودفع بالناس إلى النزول إلى الشارع والمطالبة بنوعٍ من الرقابة السليمة وشفافية التعامل والالتزام بالقواعد القانونية ورفع مستوى المعيشة وتوفير حياة كريمة.
