تطوّر الاهتمام بموضوع التنمية في العقود الماضية بطريقةٍ نقلته من حيّز الدراسات الاقتصادية والاجتماعية إلى الفضاء السياسي والموضوع البيئي أيضًا، وأعطي الاعتبار لمحورية الإنسان في المنظور التنموي لتأمين حياةٍ كريمة وتوسيع حرّياته بصورةٍ دائمة. وفي السعي قدر الإمكان إلى تحقيق هذه الشمولية في رؤية مجالات التنمية، يقترح الكتاب حلقة وصل بين المؤثّرات السياسية والأداء الاقتصادي ا تطوّر الاهتمام بموضوع التنمية في العقود الماضية بطريقةٍ نقلته من حيّز الدراسات الاقتصادية والاجتماعية إلى الفضاء السياسي والموضوع البيئي أيضًا، وأعطي الاعتبار لمحورية الإنسان في المنظور التنموي لتأمين حياةٍ كريمة وتوسيع حرّياته بصورةٍ دائمة. وفي السعي قدر الإمكان إلى تحقيق هذه الشمولية في رؤية مجالات التنمية، يقترح الكتاب حلقة وصل بين المؤثّرات السياسية والأداء الاقتصادي المرتبط بالأداء الإداري والمؤسساتي، كذلك حلقة وصل أخرى بين المجتمع المدني والتنمية، وبين السياسة الإقليمية والسياسة المحلّية، وبين الأمن والتنمية، معتبرًا الفقر الموضوع الاجتماعي الأكثر إلحاحًا.
يعالج الكتاب موضوع التنمية الريفية ومسألة المرأة ودور الشركات والمسؤولية الاجتماعية في تحقيق البعد الاقتصادي للتنمية المستدامة، مشيرًا إلى الطبيعة التسلطية للأنظمة وتأثيراتها السياسية المختلفة في تعطيل الإصلاح وعرقلة الانتقال إلى الديمقراطية ما أدّى إلى تفشّي ظاهرة الفقر وتنامي فجوة الثروات والهوّة الاجتماعية وعدم وجود عدالة في توزيع الدخل وسوء استخدام الخطط الإنمائية للسيطرة على البطالة وتحقيق التوازن بين الإنسان ومصادر العيش ومنع تدنّي مردود جهود التنمية في المناطق التي تحتاج إلى رعاية اجتماعية.
