ولدت الجامعة الليبية(1955-1973) في بنغازي من رحم المعاناة، ووسط ظروف صعبة للغاية عاشتها ليبيا في فترة التأسيس من النواحي الاقتصادية والاجتماعية والثقافية، وكان ذلك عقب استقلال البلاد بأربع سنوات (1951) مثَلت سنوات من التخلف والفقر وشواهد لأيام الحرب العالمية الثانية ومانتج جراءها من دمار ورعب مفزعين كان ومايزال منها وقتئدِ الكثير ممايشوّه البشر والمدن والأرض، وكان الوطن ال ولدت الجامعة الليبية(1955-1973) في بنغازي من رحم المعاناة، ووسط ظروف صعبة للغاية عاشتها ليبيا في فترة التأسيس من النواحي الاقتصادية والاجتماعية والثقافية، وكان ذلك عقب استقلال البلاد بأربع سنوات (1951) مثَلت سنوات من التخلف والفقر وشواهد لأيام الحرب العالمية الثانية ومانتج جراءها من دمار ورعب مفزعين كان ومايزال منها وقتئدِ الكثير ممايشوّه البشر والمدن والأرض، وكان الوطن الليبي- من بحره إلى صحرائه- يحيا علي الهبات القادمة من خارجه، وهو وطن مترامي الأطراف ومقطوع الأوصال في غالبه.. لاإمكانيات مادية في ولاياته الثلاث( برقة-طرابلس-فزان) ولا اتصالات متطورة، ولامواصلات يعتمد عليها، ولاكفاءات، ولامبانِ مهيأة، ولا إدارات متقدمة، سوى ماخلفه الاحتلال الإيطالي وراءه أو الإدارتان البريطانية والفرنسية في شمال الوطن وجنوبه.. فيما كان الجهل والمرض يضربان بشراسة، وتقارير الأمم المتحدة التي ساعدت في نيله الاستقلال تشفق عليه إلي حد البكاء، وتدعو إلى نجدته في كل المستويات وتخشى عليه- إذا ماظل كذلك- من هبوب الرياح العاتية، وقد حاز عن جدارة من تلك التقارير بوصف(صندوق الرمال المغلق)!!
