هناك تحدّيات تواجه سياسة تمويل التعليم العالي في البلاد العربية تتمثل عمليًّا في الديمغرافيا، والجودة، والتحوّل من القطاع العام إلى الخاص، والكفاية والكفاءة والتكافؤ في التمويل. فالتحدّي الناجم عن ظاهرة التمدد الشبابي يطرح مشكلة تزايد الحاجة إلى أموال إضافية من أجل تحديث نوعية التعليم. وتحسين النوعية أمر مكلف في ضوء تردّي التعليم مقابل الطلب المتزايد على القوة العاملة العا هناك تحدّيات تواجه سياسة تمويل التعليم العالي في البلاد العربية تتمثل عمليًّا في الديمغرافيا، والجودة، والتحوّل من القطاع العام إلى الخاص، والكفاية والكفاءة والتكافؤ في التمويل. فالتحدّي الناجم عن ظاهرة التمدد الشبابي يطرح مشكلة تزايد الحاجة إلى أموال إضافية من أجل تحديث نوعية التعليم. وتحسين النوعية أمر مكلف في ضوء تردّي التعليم مقابل الطلب المتزايد على القوة العاملة العالية المهارات في وقتٍ لا تزال بعض البلدان تتعامل مع التعليم العالي بوصفه خدمة عامّة يتعيّن على الحكومات توفيرها للمواطنين. فرضت الهوّة بين الواقع والطموح البحث عن محاولاتٍ لإصلاح نسق تمويل التعليم وترشيد الإنفاق العام وتنويعه ووضع إجراءات وخطط للتمويل البديل.
اعتمادًا على التجربة يعقد الكتاب مقارنة لستّ بلدان عربية، فيلاحق مشكلة تمويل التعليم العالي في الأردن ومسألة تكافؤ الفرص في الانتفاع من الإنفاق، كذلك أزمة التعليم العالي في لبنان وصلتها باقتصاده السياسي ونظامه الثنائي والأوجه التشريعية للإنفاق الحكومي على التعليم، ونظام التعليم والتدريب وسياسة تمويل التعليم العالي في المغرب. ويأتي الكتاب على مشكلة كفاية التمويل في سورية والفوارق بين الريف والمدن ودور القطاع الخاصّ في تقديم التعليم العالي، ويذكر أيضًا دور التحدّي الديمغرافي وتأثيره السلبي في جودة خدمات التعليم العالي في تونس ومصر.
