اعتبرت هذه الدراسة أن انهيار الاتحاد السوفييتي أحدث تغييراً عظيماً في العلاقات السياسية التي استقرت بين القوى العالمية منذ الحرب العالمية الثانية، فقد زالت - بسقوط موسكو - القطبية الثنائية التي ظلت تشكل السياسات الأمنية للقوى العظمى لفترة تناهز الخمسين عاماً. وأضحت الولايات المتحدة الأمريكية تتمتع بهامش تفوق على أقوى الدول التالية لها، وعلى كل القوى الكبرى مجتمعة؛ بل إنها أول دولة في التاريخ الحديث يتحقق لها تفوق حاسم في ركائز القوة كافة. وأضافت أن القطبية الأحادية الأمريكية صارت تميل إلى تحقيق السلام، وتقليص التنافس الأمني والتصارع بين القوى الكبرى الأخرى، وذلك بسبب امتلاك واشنطن عناصر القوة الأساسية والوسائل والدوافع التي تمكنها من الحفاظ على الاستقرار. وسوف تدوم هيمنة الولايات المتحدة الأمريكية على العالم طويلاً بصفتها قطباً وحيداً، إذا لعبت أوراقها بشكل سليم، وهو الأمر الذي يتوقعه لها المراقبون الذين يقللون من فرص اليابان والصين وألمانيا وروسيا في الصعود.
