تسعى الدول العربية إلى تنظيم علاقتها الدولية بدول العالم المختلفة وبالقوى المؤثرة والفاعلة، لمواجهة الكثير من التحديات الاقتصادية والاجتماعية. وفي هذا السياق تعطي الدول العربية أهمية كبيرة لأوروبا، التي تسير حثيثا في سبيل تحقيق وحدتها، الأمر الذي سيجعلها قوة اقتصادية وعسكرية منافسة على الصعيد العالمي، هذا في الوقت الذي تستشعر فيه أوروبا أهمية العالم العربي بالنسبة إليها، وتتطلع إلى صيغة تعاون عربي-أوروبي بهدف التقريب بين المنطقتين، وهو تعاون تمليه روابط الجوار والتراث الحضاري المشترك، ويفرضه تكامل المصالح وترابطها. وتلقي هذه الدراسة الضوء على عناصر التفاعل والتشابك (التاريخية والاقتصادية، والجيو-استراتيجية) في العلاقات العربية-الأوروبية، كما تركز بصفة خاصة على مناقشة وتحليل أبعاد مشروعات التعاون الدولية والإقليمية، وأهمها: العولمة، ونتائج مفاوضات "الجات" حول إنشاء منظمة التجارة العالمية، والمشروع الشرق أوسطي، ومشروع الشراكة الأوربية-المتوسطية، وبيان السياسة العربية الراهنة إزاء هذه المشروعات.
