يمثل تغيير نظام الحكم في بغداد فجر عصر جديد في الخليج سيمتد تأثيره إلى جميع دول المنطقة، إن لم يكن المجتمع الدولي بأسره؛ وذلك بسبب الخلاف الناجم عن عملية التحول في العراق التي أصبحت بادية للعيان. وعلى الرغم أن هذا الخلاف ربما سيكون ملموسا بدرجة خطيرة في دول مجلس التعاون لدول الخليج العربية باعتبارها دول الجوار للعراق فإنه من الممكن القول: إن أثر التحول المقبل في أنحاء منطقة الخليج سيكون ملموسا في العواصم وأسواق المال حول العالم. ومع ذلك، يظل من غير الواضح ماهية التحول الذي سيطول منطقة الخليج والأثر الذي سيخلفه العراق بشكله الجديد على عملية التحول هذه. ويمكن القول هنا: إن العلاقات المستقبلية والأنماط السلوكية في الخليج ستختلف عما كانت عليه في الماضي.
