ترصد هذه الدراسة بالتحليل مدى التغير الذي شهدته الصين - وماتزال تشهده - على الصعيدين الداخلي والخارجي، بعد مرور نحو ثلاثين عاماً على الإصلاحات التحديثية التي بدأتها عام 1978. وبهذا يتناول الجزء الأول منها محوراً مهماً في توجهات الصين الداخلية على صعيدي المجتمع والدولة؛ حيث تحلل التطورات خلال الفترة الماضية التي طرأت بشأن الحريات السياسية والديمقراطية، وفق المفهوم الصيني لها، وتستشرف احتمالاتها في المستقبل، ويناقش ما يعنيه القادة الصينيون بالديمقراطية وأي شكل من المرجح أن تتخذه الديمقراطية في الصين، وإلى أي مدى زمني. وهي تتناول المكونات الثلاثة الرئيسية التي تقوم عليها تلك الديمقراطية وفق المفهوم الصيني، وهذه المكونات هي: الانتخابات، واستقلال القضاء، والمراقبة بناء على الضوابط والتوازنات. أما الجزء الثاني من الدراسة فيناقش جانباً من سياسة الصين الخارجية تجاه الدول التي تصنفها الولايات المتحدة الأمريكية بـ "المارقة"، ويرصد مدى إمكانية أن تعدل الصين سياستها تجاه الدول المارقة أو تقوم بالتخلي عنها أو تجنب تأييد بعض القضايا التي تخصها. إن تغير الحسابات التي وضعتها الصين لمصالحها الاقتصادية والسياسية يقف إلى حد ما، وراء هذا التحول في مواقفها. وتخلص الدراسة في جزئها الثاني إلى أن معالم نهج جديد لسياسة الصين الخارجية باتت تتضح للعيان.
