تمر المملكة المتحدة حالياً بنقطة تحول استراتيجية، والقضية التي تعد على المحك الآن، هي إمكان أنها تريد المحافظة على مكانتها؛ بوصفها قوة عالمية تتمتع بدور عالمي، أو أنها ترغب في أن تصبح بلداً أوروبياً آخر ذا دور إقليمي فقط؛ فطموح الحكومة المعلن يتفق مع الخيار الأول، إلا أن قراراتها المتعلقة بسياستها الدفاعية والخارجية؛ إنما تقود نحو الخيار الثاني. وتتساءل الدراسة، إذا كانت المملكة المتحدة لا تستطيع المحافظة على دورها العالمي، فمن الذي سيأخذ مكانها؟ وهل ستوافق بلدان أخرى على تحمل المسؤوليات التي تتخلى عنها؟ وهل ستتمكن القوى الأخرى التي ستحل مكانها، من جعل العالم مكاناً أفضل مما تسعى لتحقيقه؟. تواجه المملكة المتحدة اليوم، خطراً إضافياً، يُمثل بأن حكومتها ماتزال تطمح إلى دور عالمي، ولكنها تقلص قدراتها إلى درجة لن تتمكن معها في المستقبل، إلا من لعب دور إقليمي محدود؛ وهذا التناقض ليس نتيجة للضغوط التي تفرضها الأزمة المالية الحالية فحسب، بل هو - أيضاً - نتيجة لحقيقة أن هذا البلد يفتقر إلى استراتيجية وطنية ملائمة؛ ولصوغ استراتيجية وطنية فعالة، من الضروري - أولاً - أن تتخذ المملكة المتحدة قراراً بلعب دور عالمي مناسب؛ فمن دون البت في نوع القوة التي تريدها، لا تستطيع أن تحدد بشكل صحيح مصالحها، أو السبل المثلى؛ لحمايتها وتعزيزها.
