تحلل هذه الدراسة الأخطار المحتملة التي تهدد الأمن في الخليج، والمتمثلة في القدرات العسكرية الإيرانية التي قد تمكّن إيران من شن حرب غير تقليدية، وتنفيذ العمليات الإرهابية، وتشجيع حركات التطرف. وقد حدد بعض المسؤولين الأمريكيين عناصر الاستراتيجية الأمريكية للأمن في الخليج في ثلاثة عناصر هي: تدعيم القدرة الدفاعية لكل دولة من دول الخليج العربية، والعمل على تعزيز القدرة الدفاعية الجماعية لها، وإبرام الاتفاقيات مع دول الخليج العربية لاستخدام مرافقها المتاحة من أجل تحقيق الاستراتيجية المنشودة. ومن ناحية أخرى تبنت الولايات المتحدة الأمريكية استراتيجية الاحتواء المزدوج، التي تهدف إلى كبح محاولات الهيمنة على الخليج من جانب كل من إيران والعراق، للمحافظة على توازن قوى يخدم المصالح الأمريكية في المنطقة. غير أن تطبيق هذه الاستراتيجية في مواجهة إيران يعتبر مهمة صعبة، حيث لا توجد مساندة دولية كافية كما هي الحال بالنسبة إلى العراق. وبالتالي يتعين على الولايات المتحدة الأمريكية بذل المزيد من الجهــد، بالتعاون الوثيــق مع دول أخرى، لتقييد القدرات العسكرية الإيرانية، لاسيما فيما يتعلق ببرامجها النووية والكيماوية. وقد تناول الباحث نفقات إيران العسكرية خلال الفترة 1983-1995، وكميات الأسلحة التي تسلمتها مع بيان أهم الدول المورِّدة للأسلحة. وحلل الأخطار المختلفة التي تمثلها القوات العسكرية الإيرانية البرية والجوية والبحرية، والمحاولات الإيرانية الدؤوبة لتحديث تسليح أفرع قواتها العسكرية. واهتم بخاصة بالقدرات الإيرانية في مجال حرب الصواريخ، والأسلحة الكيماوية والبيولوجية والنووية. وتختتم الدراسة بتحديد الأخطار المستقبلية والسيناريوهات العسكرية المختلفة لمواجهة إمكانيات التهديد الإيرانية المحتملة.
