أدت التغيرات التي شهدها العالم خلال السنوات الأخيرة إلى جعل أدوات الصراع العالمي اقتصادية وتقنية في المقام الأول، وأصبح امتلاك الطاقة ومصادرها ورؤوس الأموال والتقنية غير كافية، بل لابد من وسائل لحمايتها وإدارتها وتسويقها بكفاءة، ولا يتم ذلك بصورة منفردة بل لابد من إنشاء تكتلات اقتصادية إقليمية ومنظمaات واتفاقيات دولية تصل بها إلى نتائجها، لذا أصبح من المهم المشاركة في مثل هذه التكتلات والمنظمات والاتفاقيات. وبسبب السعي القوي للدول الكبرى لترتيب الأوضاع العالمية بما يتفق ومصالحها، فقد دخلت الدول العربية ضمن دوائر التقسيمات المستقبلية التي تقوم بها الدول الكبرى وفقاً لمصالحها، ووضعت على خرائط التوزيعات المطروحة، ورسم لها مواقع في أكثر من تجمع إقليمي مثل مشروع النظام الشرق أوسطي، مشروع الشراكة الأوربية المتوسطية، والدعوة إلى الانضمام إلى منظمة التجارة العالمية. وتناقش هذه الدراسة أهمية انضمام أو مشاركة الدول العربية في أي من المشروعات المقترحة والوصول إلى نوع من الحكم الموضوعي على آثار أي منها.
