يجب تحديد الفكرة المغاربية أخذا بعين الاعتبار التقارب الذي برز مؤخرا بين السياسات الاقتصادية المغاربية التي تدبر حاليا اختناقات شبه مماثلة في كل قطر من أقطار المنطقة. إن هذه الفكرة تستند على ضغط مستلزمات الانفتاح على السوق العالمية، الشيء الذي يفرض ألا يبقى المشروع المغاربي مجرد أو طوبيا كما كان ذلك متصورا من قبل، بل ضرورة حيوية لضمان الوجود. إن تشييد مغرب عربي قوي، سيمكن بلدان المنطقة من تدبير جماعي للتناقضات التي تخترق مجتمعاتها، ومواجهة تصاعد قوى الجمود واللاتسامح التي هي في الواقع وليدة قصور في التنمية على المستوى الاقتصادي، وجمود على مستوى المحيط السياسي. لكن لكي يتمكن المغرب العربي من التقدم لابد من التواصل إلى حل للنزاعات المتراكمة والموروثة عن عقد الستينات.
