تسعى الدراسة إلى إثبات وجود قاعدة قانونية تحظر الإساءة للأديان والرموز الدينية، من خلال استعراض موقف القانون الدولي في هذا الشأن، وبيان التزامات الدول ومسؤوليتها نحو قاعدة حظر الإساءة للأديان، وآليات المساءلة الدولية عن مخالفة هذه القاعدة. وترى الدراسة أن التمييز ضد الأشخاص على أساس الدين يشكل إهانة للكرامة البشرية، وتنكراً لمبادئ ميثاق الأمم المتحدة والإعلان العالمي لحقوق الإنسان. وترى الدراسة أيضاً أن إساءات الصحافة الدنماركية في حق العالم الإسلامي، بتأييد من الحكومة الدنماركية، تشكل خرقاً لقواعد القانون الدولي من مدخلي التمييز العنصري، والإساءة المباشرة للأديان. وتعتقد الدراسة أنه لا يمكن التذرع بمبدأ حرية التعبير للدفاع عن الصحف المسيئة، وأنه يجب على الحكومات المعنية أن تسارع إلى شجب الإساءات التي وجهتها صحافتها للإسلام ورموزه، وإلا تعرضت للمسؤولية الدولية. تطالب الدراسة الدول العربية والإسلامية بوضع استراتيجية تستند إلى أسس قانونية محددة لمواجهة أي إساءة للإسلام ورموزه، ومساءلة الدول المعنية في حال امتناعها أو تقاعسها عن شجب مثل تلك الإساءات وحظرها. وترى الدراسة أن الأزمة التي نشأت عن نشر الرسوم المسيئة للرسول الكريم (صلى الله عليه وسلم) لم تتسبب فقط في الإساءة لمشاعر المسلمين، بل تسببت أيضاً في مقتل وإصابة عديد من الأشخاص، وتدمير منشآت، وتأثير سلبي على الاقتصاد العالمي والعلاقات الودية بين الشعوب، مما يشكل تهديداً للأمن والسلم الدوليين. وتؤكد الدراسة أن تحرك الدول العربية والإسلامية من خلال الآليات الدولية المتاحة لمساءلة الدول المعنية عما يمارس من تمييز عنصري ضد الأقليات المسلمة أو حض على كراهية الإسلام إنما هو تكريس لحقوق الإنسان، والأمر في حقيقته نزاع قانوني يجب أن يحسم من خلال الأجهزة الدولية المتخصصة.
