تفترض هذه الدراسة أن هناك مفهوماً يتصل في محاوره بضرورة تبني تعزيز شراكة المجتمع مع الشرطة تعزيزاً للأمن، وأن هناك تجارب يمكن تطبيقها لتحسين الأوضاع الأمنية في المجتمع الخليجي، وأن هناك استراتيجية يمكن أن تكون موحدة المعالم بين دول مجلس التعاون. وبهذا تم تقسيم الدراسة إلى أربعة محاور رئيسية يتناول الأول مفهوم الشراكة المجتمعية والأهداف الأمنية التي تتحقق من خلال هذا المفهوم، ويناقش الثاني تجارب تطبيق مفهوم الشراكة المجتمعيّة وآلياتها، حيث يدرس المفاهيم العالمية المختلفة للشراكة المجتمعية، ويعرض تجارب عالمية وعربية سبق أن طبقت هذا المفهوم. أما المحور الثالث فيقترح تصوراً لاستراتيجية خليجية موحدة للشراكة المجتمعية، ويتناول الأسباب التي تدعو للعمل على وضع هذا التصور، واستراتيجية الانطلاق لبنائه، وأهم مقوماته ودعائمه، والعقبات التي يمكن أن تعترض سبل تطبيقه، والحلول المقترحة لمواجهتها. أما المحور الرابع فيتناول القيم والمفاهيم التي من شأنها تعزيز مفهوم الشراكة المجتمعية.
