غدت الطاقة عاملاً محددِّا حاسمًا يشكل البيئة الأمنية لآسيا، ومن المتوقع أن يؤدي النمو الفائق في القارة إلى رفع استهلاك النفط والغاز إلى مستويات جديدة مرتفعة. وبالنظر إلى إقبال البلدان الآسيوية الكبرى على استيراد الطاقة، فإن نمو الطلب على النفط سيحدد أنماط تصدير الطاقة على الصعيد العالمي وسيشكل الجغرافية السياسية الإقليمية. وبينما يقوم الخليج العربي بتوفير النسبة الأكبر من احتياجات آسيا من الطاقة، ستلوح الروابط الخليجية-الآسيوية كعامل أساسي في سيناريو الطاقة على الصعيد العالمي. وستسيطر المخاوف المتعلقة بتأمين الطاقة على السياسة الاقتصادية وصنع القرار الاستراتيجي في آسيا وستحفز الاستثمار الآسيوي إلى التنقيب عن النفط وتكريره وتطوير مصادر طاقة بديلة. وثمة تساؤلات تطرح نفسها: ما هي الانعكاسات الاقتصادية والإستراتيجية لتزايد اعتماد آسيا على نفط الخليج؟ وإلى أي مدى يمكن للبلدان الآسيوية مواجهة هذا الاعتماد المتزايد من خلال تحسين كفاءة الطاقة وتطوير مصادر جديدة؟ وما هي التحولات التي تشهدها البلدان الآسيوية في مجال الطاقة؟ وما نوع الإصلاحات الهيكلية التي تحتاجها أسواق الطاقة الآسيوية؟ وما هي انعكاسات اتجاهات استهلاك الطاقة في آسيا والإصلاحات الاقتصادية الراهنة على المنتجين في الخليج العربي؟ وماذا سيكون تأثير الأسواق الآسيوية على سيناريو الطاقة على الصعيد العالمي؟ لقد تناول خبراء الطاقة خلال "مؤتمر المركز السنوي السابع للطاقة" الذي عُقد في أبو ظبي في الفترة 13-14 يناير/كانون الثاني 2002 هذه القضايا وسواها حيث ناقشوا في البحوث التي شاركوا بها قضايا عديدة تتعلق بقطاع الطاقة الآسيوي بما في ذلك تأمين الإمدادات واتجاهات الاستهلاك والخطوات التي تم اتخاذها باتجاه الخصخصة وتنويع مصادر الطاقة والاكتفاء الذاتي من الطاقة والاستثمار الأجنبي.
