في ضوء المتغيرات والتطورات على الساحة الدولية بعد انتهاء الحرب الباردة وتبلور نظام دولي جديد، وبعد هجمات الحادي عشر من سبتمبر، والتطورات التي تبعتها، وبخاصة "الحرب على الإرهاب"، سلطت الأضواء على ظاهرة الإسلام السياسي والحركات التي تمثله، بكافة أطيافها، وحظيت باهتمام متزايد في تفاعلات السياسات المحلية والإقليمية والدولية. ويلاحظ أن معظم الدراسات التي ركزت على هذه الظاهرة وتناولتها، انطلقت بشكل خاص من رؤى ومواقف القوى الدولية والغربية تجاه الإسلام أو حركات هذه الظاهرة. أما الدراسات المعاصرة لهذه الحركات، والتي تنطلق من رؤيتها هي للمجال الخارجي وللقوى الإقليمية والدولية وسياساتها، فهي نادرة. ومن هنا تركز هذه الدراسة على بحث وتحليل تطور العلاقة بين هذه الحركات وبين البيئتين الإقليمية والدولية من خلال رؤيتها وبرامجها وسياساتها منذ أربعينيات القرن الماضي وحتى وقتنا الحاضر.
