اتسمت مسيرة مجلس التعاون لدول الخليج العربية التي اقتربت من ثلاثة عقود من الزمن، بالعمل من أجل تأكيد فكرة اللقاء الجامع (مجلس التعاون) وضمان دور وفاعلية الشركاء حول كينونته القانونية والمادية، والعمل من أجل تأكيد حضوره في إطار ثلاث منظومات سياسية مؤثرة في محيطه: المنظومة الأولى هي انتساب هذا التجمع عملياً لمنظومته الأكبر وهي الوطن العربي، باعتباره يعبِّر عن هوية الدول الأعضاء في ذلك المجلس، والمنظومة الثانية هي الوجود الجغرافي في منطقة إقليمية شهدت ومنذ عقد الثمانينيات من القرن الماضي اختلالات وصراعات كبيرة، وما زالت قائمة على موازنات قلقة تهدد باحتمالات غير متوقعة من الصراع، والمنظومة الثالثة هي المنظومة الكونية، فالدول المنضوية في إطار مجلس التعاون الخليجي تشكل مداراً سياسياً وجغرافياً يوصل بين نقاط حيوية ضمن مناطق شديدة التوتر والحساسية في إطار احتدام الصراع الدولي على المصالح، وفي المقدمة منها الصراع من أجل الوصول والهيمنة على مصادر الطاقة الوفيرة في منطقة الخليج العربي. ومركز دراسات الوحدة العربية، في إطار اهتماماته بقضايا الوطن العربي بشكل عام، وبالأطر القانونية (الدستورية) للأنظمة العربية ونقاط اللقاء والتوحد، وكذلك المشكلات والتحديات، ومنها تجارب العمل التوحيدية على اختلاف صيغها ومستوياتها، فقد أولى اهتماماً متواصلاً بالتطورات التي شهدتها منطقة الخليج العربي، وبتجربة مجلس التعاون لدول الخليج العربية، باعتبارها إطاراً جامعاً يمكن أن يشكل تجربة لعمل وحدوي قابل للنمو والتطور والتكامل. وهذه الدراسات والبحوث التي كتبت في فترات زمنية مختلفة، وتناولت قضايا وموضوعات متصلة باهتمامات وواقع مجلس التعاون لدول الخليج العربية، إنما تشكل مساهمة فكرية في إغناء تلك الموضوعات، وتضيء جوانب من الواقع، وتثير أسئلة مشروعة حول آفاق ذلك التجمع العربي ومستقبله وتأثيره في مستقبل تلك المنطقة، وفي وحدة الأمة وتطورها وكفاحها من أجل الحرية والسيادة.
