إن الأسلحة النووية والبيولوجية والكيميائية هي أشد الأسلحة وحشية. وهي تسمى، بحق، أسلحة الدمار الشامل وأسلحة الرعب. في وسع هذه الأسلحة، المصممة لبث الرعب فضلاً عن الدمار، وفي حال وقوعها في أيدي دول أو إرهابيين، أن تسبب دماراً على نطاق واسع يفوق كثيراً ما يمكن أن تحدثه الأسلحة التقليدية. إنها تملك القدرة على قتل آلاف وآلاف من البشر في هجوم واحد، وقد تستمر آثارها في البيئة وفي أجسامنا إلى أجل غير محدد في بعض الحالات. وما دامت أي دولة تملك مثل هذه الأسلحة ـ وخصوصاً الأسلحة النووية ـ فإن دولاً أخرى ستنشد حيازتها. وما دام أي من مثل هذه الأسلحة باقياً في ترسانة أي دولة، يلبث خطر أنها ستُستخدم يوماً ما، بصورة متعمدة أو بصورة عَرَضية. وسيكون أي استخدام من هذا القبيل كارثياً. في هذا الكتاب، تتصدى اللجنة المعنية بأسلحة الدمار الشامل (WMDC)، التي يرأسها الدكتور هانز بليكس، لهذا التحدي العالمي، وتقدم ستين توصية بشأن ما يستطيع المجتمع الدولي ـ الحكومات الوطنية والمجتمعات المدنية ـ أن يفعله وما ينبغي أن يفعله.
