إن أهم ما يميّز هذا الكتاب أنه يهدف إلى فهم ظاهرة تحركات الشارع العربي ، وبالتالي فهم أسبابها والظروف التي جعلتها، اليوم، ممكنة، ومن ثم التعرّف على أطرافها، ومدى قدرة توافق هذه الأطراف على قواسم مشتركة وحركة وطنية منسّقة تصل بحركة الشارع إلى بَرّ الأمان بشكل سلمي يسمح لعملية الإصلاح الجذري بالبدء في مجال التنمية ومجال الممارسة الديمقراطية في إطار من أمن الوطن والمواطن. ويسلط الكتاب الضوء على خاصيتّين تميّزان «تحركات الشارع»، الأولى خاصية تعبير التحركات عن الشعب بمكوّناته كافة، أي ما يعني الحركة الوطنية ذات الأهداف الجامعة، و الثانية خاصية الشمول لسُبل التعبير السلمي المتاح، كافة، سواء رضيت عنه السلطة أم لم ترضَ. وحتى تكون تحركات الشارع كافية لتحقيق المرجو منها، لا بد لها من أن تؤسّس على وفاق وطني صادق بين القوى والتيارات التي تنشد التغيير السلمي، وصولاً إلى إقامة نظام حكم وطني ديمقراطي. وفي سبيل فهم هذه الظاهرة يعرض الكتاب لمجموعة من العناصر، أبرزها: مسألة الدستور الديمقراطي وغير الديمقراطي، مفهوم الشارع اليوم باعتباره أحد سُبل تعزيز الديمقراطية، الديمقراطية التوافقية، ووضع عقد ميثاق سياسي جديد، الرؤية الاستشرافية للشارع والتغيير والديمقراطية في الوطن العربي.
