إن الذي شجَعني على الكتابة عن قضية الحدود مع الكويت غياب أو ندرة الكتب والدراسات العراقية التي تعرض وتسجل وقائع ومواقف عن المحادثات عراقية كويتية وما سبقها من محادثات عراقية بريطانية لتأمين ميناء أم قصر العراقي وضمان الوصول إليه والدفاع عنه. فوجهة النظر العراقية لم تعكس بصورة مفصّلة ولم تتناول هذا الموضوع إلا كتابات محدودة في حين كان النشاط الكويتي يغطي المساحة العربية بكتب ونشرات ودراسات وبيانات تعكس وجهة نظر واحدة، وخاصة بعد إحتلال العراق للكويت عام 1990. لقد اعتمد هذا الكتاب بالدرجة الأولى على وثائق وأوراق وزارة الخارجية العراقية، والوثائق العراقية الأخرى، ومنها ما يعود إلى ما قبل قيام الدولة العراقية الحديثة في عام 1921 أي إلى فترة الحكم العثماني وعلاقة الكويت بولاية البصرة. واستند إلى المراسلات المتبادلة بين الحكومة العراقية وسلطة الإنتداب البريطاني ثم إلى المراسلات مع السفارة البريطانية منذ عام 1932 بعد إعلان إنتهاء الإنتداب على العراق، وكان ذلك التاريخ بداية الدخول في تفاصيل الحدود بين العراق والكويت. وتحتوي هذه الوثائق والأوراق على مراسلات ومذكرات ومشاريع إتفاقات بشأن الحدود والمياه وميناء أم قصر لم يسبق نشرها، ومن أجل هذا فقد ألحقت بالكتاب مجموعة من هذه الوثائق التي لم تنشر من قبل أو نُشرت على نطاق محدود حتى يستطيع القارئ أن يكوّن فكرة واضحة عن ملابسات هذه المشكلة وتعقيداتها والفرص التي تراءت لحلّها في فترات مختلفة وبالأخص في فترة العهد الملي، ولذا يمكن إعتبار وثائق وزارة الخارجية المصدر الأول لهذا الكتاب.
