يتضمن المؤلَّف تمهيدا يشمل المفاهيم الجغرافية للحدود السياسية، وملامح الجغرافيا العامة للحدود الكويتية العراقية، ثم يتناول في الفصل الأول الجغرافيا التاريخية لهذه الحدود، وفي الفصل الثاني: ملامح البيئة الطبيعية لمنطقة الحدود، وفي الفصل الثالث: الملامح البشرية لهذه المنطقة، أما الفصلان الرابع والخامس فيشملان الحدود العراقية البحرية الكويتية، والاتفاقات الدولية بشأنها، والرد يتضمن المؤلَّف تمهيدا يشمل المفاهيم الجغرافية للحدود السياسية، وملامح الجغرافيا العامة للحدود الكويتية العراقية، ثم يتناول في الفصل الأول الجغرافيا التاريخية لهذه الحدود، وفي الفصل الثاني: ملامح البيئة الطبيعية لمنطقة الحدود، وفي الفصل الثالث: الملامح البشرية لهذه المنطقة، أما الفصلان الرابع والخامس فيشملان الحدود العراقية البحرية الكويتية، والاتفاقات الدولية بشأنها، والرد على الادعاءات العراقية. هذا إلى جانب ترسيم الحدود الكويتية العراقية، وقرارات الأمم المتحدة، ويضم الكتاب كذلك الوثائق والخطابات والرسائل المتبادلة بين حاكم الكويت والمقيم السياسي في الكويت والمندوب السامي في العراق عام 1923م، وكذلك الرسائل المتبادلة بين الكويت والعراق عام 1932م، وأخيرا محضر الاتفاق بين الكويت والعراق عام 1963م وما تلي ذلك من اتفاقيات وقرارات دولية بشأن التعاون الاقتصادي بين البلدين.
وأخيرا يورد الوثيقة رقم 199 وتتضمن بيانا لرئيس مجلس الأمن بشأن اعتراف العراق بسيادة الكويت وسلامتها الإقليمية واستقلالها السياسي وحدودها الدولية وفقا للقرار 833 (1993م).
