الكتاب الثاني في سلسلة "تقارير مختارة" التي أطلقتها مؤسسة الدراسات الفلسطينية، أوائل سنة 2007، بإصدار الكتاب الأول الذي حمل عنوان "المساعدات الخارجية الأميركية لإسرائيل". أما هذا التقرير فهو عبارة عن مراجعة نقدية لعمل الرباعية الدولية، إذ من ضمن ما يقول كاتبه أن "عضوية الأمم المتحدة في الرباعية توهمها بأن لها تأثيراً في مجرى الأحداث. لكن التأثير يكمن خارج الرباعية، للأسف. صارت الرباعية أشبه بعرض ثانوي؛ إذ بما أنها معنية أيضاً بإدارة العلاقات عبر الأطلسي، والشرق الأوسط ما هو إلا جزء من اهتماماتها، فهي ليست آلية ملائمة لحل الصراع العربي - الإسرائيلي، و باقي الأعضاء لا يتوسلونها بالضرورة لهذه الغاية." (ص 36)
