وتولاه مرة أخرى في حكومة عمر كرامي من 21 أكتوبر 2004 وحتى 18 أبريل 2005.
كما تولى منصب نائب رئيس الوزراء ووزير الدفاع في حكومة صائب سلام.
Book Description
في هذا الكتاب مجموعة من المقالات والدراسات والمحاضرات للدكتور الياس سابا والتي تدور حول موضوع الصراع العربي/الإسرائيلي وموقع لبنان منه. والسبب الذي دعاه لنشرها في هذا الظرف بالذات يعود بالدرجة الأولى إلى إمكانية دخول لبنان مفاوضات التسوية بعد أن استبعدت المفاوضات على المسار السوري في نهاية العام 1999. وفي حال تمّ ذلك، فإن الشق الاقتصادي في المفاوضات، وطبيعة العلاقات الاقتصادية التي سيقبل بها لبنان بعد التسوية، تشكل في قناعته أهم ملف في هذه المفاوضات، وسيتوقف عليها، إلى حدّ كبير، قدر لا يستهان به من مستقبل الاقتصاد اللبناني.
ويعني ذلك أيضاً تأثيره على الاقتصاد السوري بما هنالك من علاقات مميزة بين اقتصاد البلدين، أضف إلى ذلك تأثير كل ذلك على الاقتصاد العربي، ولكن أيضاً، وبنسبة أكثر بكثير، بسبب الدور الذي يمكن (ويجب) أن يلعبه لبنان على صعيد التنسيق الاقتصادي العربي.
وقد اختار الياس سابا هذه المجموعة بالتحديد باعتبارها تمثل علامات بارزة في تصوره للصراع العربي/الإسرائيلي، ولموقع لبنان من هذا الصراع، وتمتد على فترة سبعة وعشرين عاماً، ابتداءً من 4 تشرين الثاني/نوفمبر 1973 حتى يومنا هذا.
وأخيراً إن هذه المقالات تبرز ملكة الدكتور الياس سابا في استباق الأحداث وحسن تقدير الاحتمالات المستقبلية، فقد كان من السباقين بين الاقتصاديين العربي في التحذير من مغبّة تطبيع العلاقات مع إسرائيل حيث أطلق رأيه في عام 1973 إثر حرب تشرين من خلال مقال تحت عنوان "لا للصلح الاقتصادي".
