يركز هذا الكتاب على غياب الحدود بني العوامل السياسية والاقتصادية التي تؤثر على سلوك السياسة الخارجية للدول، ويؤكد على استحالة الفصل بين العاملين السياسي والاقتصادي، ويقترح منظوراً بديلاً يقوم على تحليل الاقتصاد السياسي للفاعلين في اطار النظام العالمي. ويعالج الكتاب موضوع الاقتصاد السياسي للسياسة الخارجية المصرية واثر الخصائص الهيكلية الاقتصادية والسياسية الدولية، وكذلك الضغوط الاقتصادية الداخلية النابعة من طبيعة الموارد والمشكلات الاقتصادية على توجهات السياسة الخارجية. ولقد تم اختيار الفترة (1981-1991) لتحليل العلاقة المصرية-الاميريكية، حيث ان الولايات المتحدة كانت تملك مقدرات التأثير وفقاً لمقاييس الثروة والقوة العسكرية والفعل الدبلوماسي، ولان مصر بعد توقيع معاهدة كامب ديفيد مع اسرائيل شهدت تحولات باتجاه الاعتماد المتزايد على الغرب والقطيعة مع الاتحاد السوفياتي انذاك ومعظم البلدان العربية، كما كانت وقد اخفقت في تحقيق التنمية الذاتية. حدثت هذه التحولات في عهد السادات وظهرت نتائجها في اواخر فترة حكمه، وكان من الضروري التعرف الى ما الت اليه الاوضاع الاقتصادي، وتأثير تطور الاعتماد الاقتصادي لمصر على الولايات المتحدة في صياغة وممارسة سياستها الخارجية. جاء الكتاب في اربعة فصول، تناول اولها "الاقتصاد السياسي للسياسة الخارجية لدول العالم الثالث: من الابعاد النظرية الى الاطار النظري للتحليل"، وعالج الثاني "قياس درجة الاعتماد الاقتصادي لمصر على الولايات التحدة (1981-1991)، وركز الثالث على قياس درجة الاذعان في السلوك السياسي الخارجي المصري تجاه الولايات المتحدة (1981-1991)"، اما الفصل الرابع بحث في تأثير الاعتماد الاقتصادي لمصر على الولايات المتحدة على درجة الاذعان في السلوك السياسي الخارجي المصري تجاهها" وتضمن الكتاب ثلاثة ملاحق تعالج محاور مختلفة.
