وهو حالياً رئيس مكتب بن – عيزرا للاستشارات الاقتصادية والهندسية في إسرائيل.

الكتاب من ترجمة رندة حيدر شرارة ، ومن مراجعة أحمد خليفة. تبحث هذه الدراسة، المترجمة عن العبرية، في موارد المياه في الشرق الأوسط، وتقترح مشاريع ومقاربات هندسية لتقاسمها بين دول المنطقة لمعالجة ما تسميه ضائقة المياه فيها. وتفترض الدراسة أن الحلول التي تطرحها لا يمكن تنفيذها إلا في إطار قيام سلام بين العرب وإسرائيل، بل وتذهب إلى أن هذه الحلول يجب أن تكون جزءاً من برنامج السلام، وأن التفاوض بين دول المنطقة على تنمية الموارد المائية واقتسامها من شأنه أن يساعد في إرساء سلام دائم. يُعتبر واضع الدراسة أحد أبرز الخبراء الإسرائيليين العالميين بموضوع الموارد المائية، وسبق أن شغل منصب مدير تخطيط اقتصاد المياه في شركة المياه القطرية الإسرائيلية. وقد عهدت مؤسسة الدراسات الفلسطينية إلى الخبير العربي بشؤون المياه والسدود، المهندس الدكتور منذر حدادين، بمراجعة الدراسة، وإعداد مقدمة للترجمة العربية تشكل وجهة نظر عربية في مقابل وجهة النظر الإسرائيلية التي تطرحها الدراسة.
