تبين هذه الدراسة، بالأسانيد التاريخية والقانونية، حق العرب الثابت في خليج العقبة ومضيق تيران، وتفنّد ما تدعيه إسرائيل من حقوق لها في مياهه تحت ستار حرية الملاحة، مذكرة بعدم شرعية الوجود الإسرائيلي في فلسطين عامة، وفي ساحل خليج العقبة، الذي احتلته القوات الإسرائيلية بعد توقيع اتفاقية الهدنة مع مصر سنة 1949، وبينما كانت المفاوضات جارية لتوقيعها مع الأردن. وتعرض الدراسة في هذا السياق تطور قضية الملاحة في الخليج خلال حربي 1956 و 1967، وحق العرب في إغلاق الملاحة بوجه إسرائيل استناداً إلى أحكام القانون الدولي المتعلقة بحقوق الدول في حالة الحرب، كما تكشف دور كل من الولايات المتحدة وبريطانيا في فتح مضيق تيران أمام الملاحة الإسرائيلية بعد العدوان الثلاثي على مصر سنة 1956.
