يشير الكتاب إلى أن الدراسات الحديثة كشفت اعتماد الولايات المتحدة في الوقت الراهن على الضرائب المرهقة المفروضة على دخل الشركات وأرباحها، باعتبارهما جزءًا من إجمالي الضرائب وإجمالي الناتج المحلي، ويرى المؤلف أن نظام الضرائب الحالي هو العقبة الكبرى الوحيدة في سبيل النمو الاقتصادي، ويعزو المؤلف إلى الآثار التراكمية لتلك الضريبة ما تتحمله الشركات الأمريكية باستمرار تقريبًا من تكاليف تشغيل رأسمالية أعلى بكثير مما يواجهها المنافسون التجاريون الدوليون الأساسيون، الأمر الذي يؤدي إلى تآكل في القدرة التنافسية الدولية، وفقدان الولايات المتحدة لحصة السوق العالمية النسبية، بالرغم من إنتاجها لحصة متزايدة من إجمالي الناتج المحلي العالمي، الذي يتجاوز 30 بالمائة، مقابل 22 بالمائة في عام 1980. يشير الكتاب كذلك إلى أن اقتصاد أمريكا أصبح مهددًا على نحو خطير من "التعهيد الصناعي الخارجي". حيث تعاني الدولة في الوقت الراهن من نزيف فرص العمل الصناعية الذي إن لم يتم إيقافه قريبًا فسوف يهدد بهبوطها في النهاية إلى مصاف القوى الاقتصادية من الدرجة الثانية. ويوضح المؤلف إلى أن خفض الضرائب كان باستمرار متبوعًا بانتعاش اقتصادي ووفرة فرص العمل والقدرة على المنافسة في السوق العالمية، وهو يضرب لذلك مثلاً بما حدث في فترتي رئاسة چون كنيدي ورونالد ريجان، إذ تكشف معلومات الأداء الاقتصادي الموجودة في الفصل الخامس أنه خلال نصف القرن الماضي، وفي أعقاب خفض كنيدي للضرائب في عام 1964 وخفض ريجان للضرائب في عام 1981 فحسب، جرى وقف تآكل قوة العمل الصناعية الذي طال أمده في الدولة على نحو مطلق، لذلك يرى هيك أن خفض الضرائب مهم، وسبب ذلك واضح وبسيط؛ إذ إن الهدف الأساسي لخفض الضرائب هو توليد النشاط الاقتصادي، والمزيد من النشاط يولِّد المزيد من العائدات، حيث يدفع الأغنياء حصصًا أكبر، ولو بمعدلات أقل.
