في هذا الكتاب نصوص تسعى إلى مقاربة موضوع المجتمع والدولة والتحولات التي طرأت عليهما وأشكالهما في مرحلة تاريخية توصف بزمن ما بعد الدهرنة، والمقصود هنا هو نوع من قراءة تحليلية لصيرورة المجتمع والدولة في تجلياتها في النقاش المعاصر بعد مسيرة تاريخية طبعتها "فلسفة الأنوار" بطابع العقل الطبيعي الذي يستمد مقدماته من التجربة الحسية العينية ومسار الأحداث التاريخية بمعرفة مسَبباتها الطبيعية بعيداً عن أي تفسير ميتافيزيقي أو "ما قبلي" لها.
يعتبر الأب الراعي: أن التبدل في بنية المجتمعات حمل معه مفهوم الدولة، فلم تعد الدولة –الأمة من السهل تحديدها كما عرفها التاريخ الحديث، إذ وجدت نفسها أمام تحديات وتعقيدات لم تعرفها من قبل.. من هنا أجبرت الدول على إعادة النظر بالكثير من المسائل أبرزها السؤال عن التعامل مع الأشكال الجديدة للمجتمعات والمهام المطلوبة من الدولة لتستطيع أن تتأقلم مع الواقع الجديد.
أما عن المشهد السياسي الحالي فيقول الأب الراعي: إن الثابتتين لهما تأثيرهما على العقل الذي يحكم الدولة. فالدولة لا يمكنها أن تعيش بمعزل عن منطق التعدد وتقبل به وتتعامل معه لا بخلق وحدة صاهرة أو أحادية بل من خلال تطوير وحدة وظائفية تجعل من التعدد قوة حاضرة وفاعلة ومبدعة. وهذا يحتاج إلى تطوير قدرات التواصل بينها وبين المجتمع، فالعقل التواصلي هو اليوم العقل الذي يمسك بزمام الحركة في العالم... وفي يقيني أن ما تشهده الدولة اليوم لهو دليل حاسم على أن الدولة ليست هيكليات حكم جامدة، بل هي الواقع والمستقبل، فهي بهذا المعنى مجال تجلي حرية الإنسان وفعله في التاريخ.
