منذ عصر الأنوار ترافقت السيطرة السياسية التي مورست من الغرب على "بلدان الجنوب" ـ هذا إن لم تكن سابقة عليها أو ممهدة لها ـ مع سيطرة ثقافية أيضاً أشد عدداً. وبدلاً من أن يوفّر التحرر من الاستعمار لمجتمعات العالم الثالث وسيلة لقيام تنظيم يتلاءم مع تقاليد هذه المجتمعات فقد زاد بقوة من هذه الظاهرة. فخلف بلاغة تنشد القطع، جعل زعماء الجنوب من أنفسهم مستوردون لقانوننا، ونماذجنا، ونموّنا، ولشكل ديمقراطيتنا التمثيلية (حتى لو قولبوها على طريقتهم). هؤلاء الأمراء وبطانتهم، ومثقفوهم يفكرون، وينشطون، وإلى حد ما يبنون تبعاً لمقولاتنا. لكن هذه الغربنة المفروضة قد فشلت ، ربما باستثناء اليابان، ذاك ان التطيعم هو تطعيم مستحيل. وهذا الفشل يطلعنا بصورة جيدة على التطور الذي شهده العالم المعاصر منذ 1945، كما يوضح تاريخ الهند، وتاريخ العالم العربي، وافريقيا السوداء، وأيضاً أميركا اللاتينية، والصين، وحتى الالتباس الذي يكتنف اليابان حالياً. وعلى الرغم من الآمال التي علقتها النخب عليها، شكلت الغربنة التي أخفقت، سبباً للعديد من الصدمات المجتمعية وعاملاً للفوضى في العلاقات الدولية. فالتنافر في عالم لا ينجح في توحيد قواعد لعبته، ولا في إخلاء مكان للاختلافات، يشكل، من دون شك، أحد أهم التهديدات التي تلقي بثقلها على البشرية. برتران بادي هو أستاذ في معهد باريس للدراسات السياسية ومؤلّف العديد من الكتب وبخاصة "الدولتان: السلطة والمجتمع في الغرب وفي دار الإسلام".
