دور الكتب العربية العامة وشبه العامة لبلاد العراق والشام ومصر في العصر الوسيط يتناول هذا الكتاب مقدمة مستفيضة بأعمال المستشرقين في موضوع المكتبات العباسية، ويعرضها بطريقة نقدية، فيبين محاسنها والمآخذ عليها. ثم يحدد موضوعه في الزمان والمكان فيما يراه ضرورياً، ذاكراً الصعوبات التي اعترضته، ويسرد المراجع والمصادر الرئيسية للدراسة. ثم يتناول المكتبات تاريخياً فيتحدث عن بيوت الحكمة وأصولها الأولى، ونشأتها أيام الأمويين، وتطورها زمن المنصور والرشيد، ونموها بفضل المأمون، وكيف انتهت بعده، ويذكر خدماتها للثقافة والفكر والعقيدة والصراعات الفكرية حولها، ويبدي رأيه بنتيجة محددة مدعومة بالحجج، ويعرض للمكتبات شبه العامة المنافسة لها. ويقف على دور العلم وظروف نشأتها، والعقيدة التي خلفتها، والصراع فيها، وغايتها، ونهايتها. ويدرس المكتبات الملحقة بالمدارس ودور الحديث والبيمارستانات والمشاهد والخانقاهات والرباطات وسواها من المنشآت في عصر السلاجقة والأيوبيين واستفادتها تجربتها من سابقاتها. ويتضمن الكتاب قسماً وصفياً لطيفاً طريفاً عن حياة المكتبات العامة وشبهها، فيصفها وصفاً دقيقاً حيّاً، ويعقد فصولاً مهمة كثيرة فيه، يتناول موضوعات ضرورية، فيذكر بالتفصيل صفات المكتبات، وأماكنها وأشكالها وصناديقها وخزائنها وتصنيفها وفهارسها، وموظفيها ومستخدميها، بدءاً من ناظر الوقف، ومروراً بالخازن والمشرف والمناولين والفراشين، ويبحث في نفقاتها وموازناتها وإيراداتها. ويتحدث أخيراً عن الإعارة الخارجية، ورأي التشريع الإسلامي فيها، وأقوال الفقهاء، ومواقف الواقفين، وآداب استعارة الكتب ومطالعتها واستعمالها.
