يناقش هذا البحث مسألة أساسية باتت تثير اهتمام الكثير من المفكرين السياسيين في الوطن العربي والعالم الإسلامي، وهي مسألة العلاقة بين الديموقراطية والعلمانية. وبشكل عام يمكن النظر إلى هذه المسألة من زوايا كثيرة، ولكن زاوية الاهتمام الخاصة بهذا البحث تظهر من خلال الأسئلة التالية: هل من المستحيل قيام نظام حكم ديموقراطي دون أن يكون هذا النظام متصفاً بالعلمانية في نفس الوقت؟ هل يمكن الاعتقاد بالديموقراطية دون الاعتقاد بالعلمانية نفس الوقت؟ أو باختصار: هل الديموقراطية تستوجب العلمانية؟ عن هذه الأسئلة يجيب هذا البحث وذلك من خلال أربعة فصول ساق أولها بعض الحجج المؤدية إلى القول أن الديموقراطية تستلزم العلمانية. من هذه الحجج ما يتعلق بمفهوم السيادة الشعبية، أو سيادة الشعب (على خلاف السيادة الإلهية) كأحد العناصر المكونة لمفهوم الديموقراطية. أما الفصل الثاني فيقدم طريقة مغايرة لفهم الديموقراطية، وذلك من خلال مناقشة الحجج المناصرة للفكرة القائلة أن الديموقراطية تستلزم العلمانية. وبالنظر إلى أن "الديمقراطيين العلمانيين" وخصومهم غير العلمانيين يستخدمون مفاهيم مشتركة وذات طبيعة "إجرائية" في معرض تنازعهم على مصطلح الديموقراطية. فقد توقف العقل الرابع من أجل عرض ومناقشة تصور "إجرائي" للديموقراطية. أما الفصل الخامس والأخير فعرض مناقشة وتصورات محددة للديموقراطية الإسلامية توحي بها بعض الكتابات الإسلامية المعاصرة. والهدف من مناقشة هذه التصورات جلاء ودعم بعض الأفكار الواردة في الفصل الثالث.
