إحدى العلامات البارزة في الأدب المصري في الثلاثين عاما الأخيرة.
ولد بقرية البندرة قرب طنطا.
انتقل في منتصف الخمسينات إلى القاهرة وبدأ الكتابة الأدبية في منتصف الستينات حينما سجن لمدة أربع سنوات لانتمائه لتنظيم يساري.
عاش في المنفى ببرلين من عام ١٩74 إلى عام ١٩٨5 لاختلافه مع النظام ثم رجع إلى القاهرة حيث توفي عام ١٩٩٠.
له خمس روايات، وأربع روايات قصيرة، وخمس مجموعات قصصية ومسرحية.

تدور كثير من أحداث رواياته وقصصه حول عالم الريف المصري الزاخر وشخصياته الثرية مما جعله أحد أهم من تناولوا "القرية المصرية" في الكتابة السردية الحداثية.
تميز أسلوب عبد الحكيم قاسم بذلك الولع الخاص باللغة حيث كان ينحب منها جملا وعبارات خاصة به وحده كما لم ينجرف للتيارات الحداثوية التى طفت على السطح الأدبي، وظل مخلصا لمشروعه الخاص.
يضم "ديوان الملحقات" أكثر من عشرين قصة قصيرة تتضافر معا، لتكون نسيجا بالغ الثراء، ولتمنح القارئ إطلاله على العالم الفني لعبد الحكيم قاسم، حيث تشتجر هذه القصص من كثير من أعماله السابقة، ومن هنا جاء العنوان الدال الذي اختاره المؤلف لهذه المجموعة، وكأن هذه القصص تمد خيطا شفيفة لتتواصل مع إبداعاته السابقة، وكأنها "ملحقات" ضرورية أراد المؤلف أن يستدرك عليها ما فاته وقت كتابتها لكي تكتمل الفكرة وتتم الرؤية.
