ولد بقرية البندرة قرب طنطا.
انتقل في منتصف الخمسينات إلى القاهرة وبدأ الكتابة الأدبية في منتصف الستينات حينما سجن لمدة أربع سنوات لانتمائه لتنظيم يساري.
عاش في المنفى ببرلين من عام ١٩74 إلى عام ١٩٨5 لاختلافه مع النظام ثم رجع إلى القاهرة حيث توفي عام ١٩٩٠.
له خمس روايات، وأربع روايات قصيرة، وخمس مجموعات قصصية ومسرحية.

لم تكن حياة عبد الحكيم قاسم فى بيت جده فى ميت غمرسعيدة، فكتب وهو فى سن العاشرة خطابا لأبيه يشكو له من بؤس الحياة التى يحياها، لكن خاله ضبط الخطاب وصادره. كانت ״جواباته״ لأبيه تحمل حساً أدبياً، كما قال، وربما كانت هذه الرسائل محاولته الأولى للدخول إلى عالم الكتابة. أما آخر رسالة كتبها، قبل شهور من رحيله، فكانت إلى الدكتور سمير سرحان رئيس هيئة الكتاب. كتبها بخط مرتعش كأنه يتدرب على الكتابة لأول مرة: الصديق العزيز الأستاذ الدكتور سمير سرحان رئيس الهيئة..أكتب لك عشمانا فيك بأن ترفع أجرى عن «أيام الإنسان السبعة» المترجمة إلى ألف جنيه وأن يتم الصرف بسرعة.... إننى محتاج وأنت زميلى وقاضى الحاجات لى! بين الرسالة الأولى والأخيرة مسافة كبيرة، عمر من الكتابة والتمرد، وسيرة حياة لمبدع كبير اسمه عبد الحكيم قاسم. ليست هذه الرسائل سيرة للكاتب الراحل عبد الحكيم قاسم، بقدرما هى "سيرة" جيل بأكلمه، جيل الأحلام المسروقة. إذ تعكس الرسائل الجو الأدبي الذي نشأ وتكون فيه جيل الستينيات، واللحظات الصعبة التى عاشها أثناء حكم عبدالناصر، ثم السادات وخاصة بعد كامب ديفيد، مرورا بغزو بيروت، وحرب الخليج الأولى. ... كل هذا يجعل من هذه الرسائل توثيقا سياسيا واجتماعيا لهذا الجيل وليس فقط لصاحبها.أمر ثان يضيف أهمية لهذه الرسائل، كونها جنسا أدبيا وفنيا لم يول بعد العناية الكافية في الثقافة العربية. رغم انتشاره في الثقافة الغربية، إذ لا يتم الالتفات دائما إلى ما يتركه الأدباء العرب من أوراق بعد رحيلهم، رغم أهميتها في إلقاء الضوء على الكثير من الجوانب المختفية تحت أقنعة الكاتب. هذه الرسائل تسرب لنا الكثير من الضوء حول آراء قاسم في الفن، الدين، السياسة، والمرأة وغيرها من التصورات حول الحياة والموت، ويبث فيها الكثير من آرائه، وهي أقرب لأن تكون كتابة بلا مكياج، خاصة وقد اشتهر صاحب " ايام الإنسان السبعة" بعنفه وصدقه الجارح في أوقات كثيرة!
