يعتبر هذا الكتاب الجزء الخامس من سبعة أجزاء تم وضعها برنامج تنفيذ الأبنية وفق الشروط الزلزالية في منطقة البلقان، وقد تم إعداده من قبل فريق العمل المعني بموضوع إصلاح وتقوية الأبنية. وهو يهدف إلى تزويد المهندسين في الدول المعرضة إلى الزلازل، بالمعلومات الضرورية حول إصلاح وتقوية الأبنية المتضررة من هذه الظاهرة الطبيعية، وذلك بالاعتماد على الخبرة المكتسبة من بعض الزلازل الحديثة العنيفة في منطقة البلقان وغيرها. كما ويهدف إلى إطلاعهم على الطريقة المثلى المتبعة في تقدير الأضرار بعد وقوع زلزال ما، والإجراءات الطارئة للحماية المؤقتة من تدعيم وتطويق، ومرحلة تصميم الإصلاح والتقوية. ثم يتناول وصف المواد وتقنيات التنفيذ، والمنشآت البيتونية المسلحة والجمل الإنشائية مسبقة الصنع، وكذلك منشآت البلوك والحجر، وتدقيق مراقبة التصميم والتنفيذ.
