هذه فصول في الفكر السياسي ونظم الحكم والعلاقات الدولية تحاول الجمع بين احتواء الأطر النظرية وبين متابعة الأحداث الجارية، وقد قصدت منها أن تكون مادة تخص على التفكير وتدعو إلى التأمل بل وتدفع نحو التمرد على المسلمات ورفض الآراء المطلقة والأساطير المتداولة، فالأصنام الفكرية أعاقت تقدمنا والأطروحات التقليدية عبثت بحياتنا، كما أن "الماضوية" قد حرمتنا إلى حد كبير ميزة الخروج عن الدوائر المغلقة التي عشنا فيها ومنعتنا عن ممارسة تأثير فاعل في العالم الذي ننتمي إليه.
ولقد كان همنا-من خلال كافة فصول هذا الكتاب-أن نوضح الحجم الحقيقي للأحداث وأن نردها إلى جذورها، فالبحث في الأصول ليس سياحة في الماضي وحده ولكنه قد يكون استشرافاً للمستقبل في الوقت ذاته، ولعلي أضيف هنا أننا على قناعة تصل إلى حد اليقين من أن الرواية لم تستكمل فصولها، وأننا ما نزال أمام المشهد الأول في هذه العبثية الناجمة عن الفوضى التي طرأت على الساحة العالمية مع تعدد المعايير في سياسات الدولة العظمى وغياب العدالة والتوازن في العلاقات الدولية على نحو جعل العالم المعاصر يواجه في وقت واحد مشكلات الفقر الاقتصادي، والتخلف الاجتماعي، والقهر السياسي، والإرهاب المادي والمعنوي. إنني أتطلع مع القارئ أن تكون صفحات هذا الكتاب تعبيراً عن أفكار ومشاعر أولئك الذين يحملون هموم أوطانهم وتسيطر عليهم شواغل شعوبهم، وهو أمر لا نكوص فيه ولا تراجع عنه. إننا جيل رأى ما لم تره الأجيال التي سبقته، بل وربما أيضاً ما لن تراه أجيال لحقته من صعود وهبوط وانتصار وانكسار، ولكن تظل التجربة الإنسانية فى النهاية ذات مضمون واحد لدى البشر جميعاً بغض النظر عن أسباب الاختلاف أو دوافع التغيير، إن الصفحات القادمة لا تخلو أيضاً من نبرة التفاؤل وبارقة الأمل لأنني مؤمن تماماً بأن "مصر" التي قادت حركة التنوير في القرن التاسع عشر، وقادت حركة التحرير في القرن العشرين، قادرة أيضاً على أن تقود حركة الإصلاح في القرن الحادي والعشرين.
