وتحاول الدراسة شرح كيفية تشابك العوامل والقوى داخل المجتمع الإسرائيلي، والتي تضغط على آلية صناعة القرار، وعلى الطريقة التي تؤخذ بها القرارات المتعلقة بالأمن القومي والسياسة الخارجية.
وتتطرق الدراسة إلى طبيعة العلاقة بين "إسرائيل" والولايات المتحدة الأمريكية، وكيف تؤثر هذه العلاقة على عملية صناعة القرار الإسرائيلي، وإلى العلاقة بين "إٍسرائيل" والمجتمعات اليهودية في الخارج.
