نبذة النيل والفرات: يتسم العصر الحالي بالتغير وذلك لمواجهة التطورات الكثيرة وقد ظهرت بدايات هذه التطورات بشكل واضح في القرن السابق والقرن الحالي، حيث يرافق حالة التطور والنمو هذه حالة ولادة أفكار جديدة، وهذه الأفكار في حقيقة الأمر هي ما يطلق عليها اسم المشروعات Projects، وتأتي كرد فعل لهذه التطورات وعملية النمو المستند للواقع الحالي. أن المشروع بشكل عام هو ذلك الوليد الجديد وهو بمثابة النواة لأية منظمة أعمال إنتاجية أو خدمية التي ستأخذ على عاتقها عملية تقديم مخرجات جديدة (سلع وبضائع أو خدمات) ولا بد من توفر إدارة مدركة تعمل على تخطيط وتنظيم ورقابة هذه المشاريع لبلوغ الأهداف المطلوبة. ولم تعد هذه العملية رهينة كفاءة ومهارة القائم بوظيفة التخطيط والوظائف الإدارية الأخرى، بل لا بد من توفر الأساليب العلمية المختلفة وأهمها الأساليب الكمية التي ترد ضمن المنهج الكمي لإدارة الأعمال والتي تستخدم في تقديم المشروعات، ومن ثم إختيار الأفضل منها وذلك تمهيداً نحو عملية إدارته وبالتالي التنفيذ الفعلي له في الواقع العملي؛ أي أن عملية التقييم تعتبر القاعدة الأساس والمفتاح نحو إنتقال المشروع نحو التنفيذ، وهنالك أدوات كمية مناسبة يتم إعتمادها من قبل متخذ القرار من أجل تحقيق الأهداف التي قام من أجلها مشروع سيأتى على ذكرها في هذا الكتاب الذي يقع في ثمانية فصول. خصص الفصل الأول لدراسة المفاهيم النظرية في تقييم وإدارة المشروع، أما الفصل الثاني فقد خصص لدراسة أداء الوظائف الإدارية في المشروع، أساليب المنهج الكمي ودورها في تقييم المشروع تم دراستها في الفصل الثالث، أساليب نظرية القرار في تقييم المشروع تم دراستها في الفصل الرابع، الفصل الخامس خصص لدراسة شبكات العمل ودورها في تخطيط والرقابة على المشاريع، أما الفصل السادس فقط خصص لدراسة أسلوب المسار الحرج C.P.M أما بالنسبة لأسلوب PERT فقد تم تناوله في الفصل السابع؛ الفصل الأخير وهو الثامن خصص لدراسة أسلوب الجدولة الزمنية في الإستغلال الأمثل للموارد. وهذا المؤلف يتصدى لدراسة المشروعات المتوسطة والكبيرة بإعتبارها الأكثر أهمية والأكثر تعقيداً من المشروعات الصغيرة التي قد لا تتطلب إستخدام تقنيات وأساليب المنهج الكمي التي يفترض أن تبرر إقتصادياً.
