ينطلق هذا الكتاب أساساً من البحث القانوني العلمي المتخصص الذي أجرته الباحثتان ضمن مادة في (الجرائم الاقتصادية) ورقة البحث التي قمت بتدريسها لطلبة الدراسات العليا في قسم القانون-الجامعة الأردنية خلال الفصل الدراسي الأول من العام الجامعي 2001/2002 ويجيء بوصفه جهداً إضافياً على أعمال الفصل المقررة للطلبة استناداً إلى متطلبات نيل درجة الماجستير في القانون ويتناول موضوعاً قانونياً على درجة بالغة الأهمية إذ لا يخفى على أحد ما يشهده العالم من اتباع إطار الجريمة الاقتصادية عامة وجريمة غسيل الأموال خاصة والتي تلحق آثاراً مدمرة في البنية الاجتماعية والاقتصادية والأمنية لأي مجتمع من المجتمعات ولكونها ظاهرة حديثة نسبياً مما يتطلب التصدي لها بإجراءات ودراسات خاصة وإعداد بحوث وتقديم مقترحات فاعلة بالإضافة إلى العمل الميداني في مجال مكافحتها. وفي ضوء الحاجة الماسة لتناول هذا الموضوع بالبحث والدراسة والموضوعية المعمقة ونظراً لقلة المؤلفات التي تناولت هذا المجال في الأردن جاء هذا الكتاب كخطوة جريئة رغم صعوبة البحث ومشاق الدراسة ليسهم في وضع لبنة في صرح حماية الاقتصاد الوطني والعالمي، وتحقيقاً لهذا الغرض اعتمدت الباحثتان أسلوباً سهلاً وميسراً يركز على المشكلة القانونية فيفندها ويقترح الحلول الملائمة لها وهو أمر أخذ من الباحثين الجهد والوقت في محاولة للاطلاع على وسائل مواجهة تلك المشكلات القانونية وحلها في تشريعات الدول المتقدمة في هذا المجال ومحاولة الاستفادة منها. ورغبة في تحقيق الفائدة ونشرها ووضع المعلومات والمعرفة في متناول يد المهتمين والمتخصصين من قضاة ومحامين وباحثين وطلاب علم جاءت طباعة هذا المؤلف ونشره وإخراجه بهذه الصورة.
