يضع المحامي "إلياس أبو عيد" كتاباً حول أصول المحاكمات الجزائية وهو عبارة عن دراسة مقارنة بين النص والإجتهاد والفقه، وتختص بعمل القاضي المنفرد الجزائي. يختص عمل القاضي المنفرد الجزائي في قضايا الجنح والمخالفات، عدا ما استثني منها بنص خاص. لا تمثل النيابة العامة لديه. وينظم القسم السادس من قانون أصول المحاكمات الجزائية الجديد المبادىء الراعية لـ "قضاء الحكم" ، أي لمرحلة "المحاكمة"، التي تلي مرحلة الإدعاء واستقصاء الجرائم والأدلة عليها، ومن ثم التحقيق بشأنها، حتى إذا ارتأت مرجعية التحقيق توافر الشبهات، قررت الإحالة إلى قضاء الأساس للحكم في القضية. وهذا الكتاب مختص بالباب الأول من القسم السادس من قانون أصول المحاكمات الجزائية يتحدث عن "القاضي المنفرد الجزائي" كسلطة مختصة بهذه المحاكمة المحكي عنها. ما يعني أن قاضي الحكم، الذي يبحث (هذا الكتاب) في القواعد الراعية لسلطته، هو "القاضي المنفرد" الذي أولته المادة 150، موضوع هذا الشرح، ولاية النظر في قضايا معينة، هي "قضايا الجنح والمخالفات" مبدئياً، ما لم يَرِدْ نص خاص يستثني قضية أو أكثر من هذه القضايا ... لأجل ذلك، جاء هذا الكتاب ليبحث في المواد (150 إلى 180) من قانون أصول المحاكمات الجزائية. سوف نجدها مفصلة بشكل بيّن وواضح يفيد منه العاملون في حقل القانون الجزائي والقضاة والدارسين ...
