كان العامل الرئيسي في النزاع الحدودي بين البحرين وقطر، هو الحاجة إلى تحديد السيادة على منطقة "الزبارة" و"جزر حوار" وجزيرة "جنان". فيما يخص السيادة على الزبارة، حكمت محكمة العدل الدولية لصالح قطر، وذلك استناداً إلى اتفاقية موقعة عام 1913 بين الإمبراطورية العثمانية وبريطانيا العظمى أُعلنت بموجبها سيادة أسرة آل ثاني على شبه الجزيرة بكاملها. كان النزاع الحدودي حول جزر حوار الأعنف في ملف النزاع كله. وتعضيداً لدعواها، استندت قطر إلى مبدأ الاتصال الجغرافي والمفهوم الغامض للوحدة الإقليمية، بينما استندت البحرين إلى قرار أصدرته بريطانيا العظمى في 11 يوليو/حزيران 1939، ومنحت بموجبه السيادة للبحرين. ووفقاً لهذا القرار، حكمت محكمة العدل الدولية بأحقية البحرين في الجزر. ونظراً إلى أن المحكمة وجدت أن جزر حوار تابعة للبحرين، كان من الضروري ترسيم الخط الحدودي البحري الوحيد بين قطر والبحرين، بحيث يفصل بين جزر حوار والسواحل القطرية. ولكن كيفما كان الأمر، فإن الممر المائي الواقع بينهما ضحل إلى حدٍ يمكن معه، كما أثبتت قطر دون تحدٍ، المشي من طرف إلى آخر فوق بعض أجزائه حين ينحسر المد، وهذا ما يجعل الملاحة متعذرة بين المناطق القطرية الواقعة على الخط الساحلي في الجنوب الشرقي، دون الدخول في المياه البحرينية. وفي حين اعتُبرت بعض أجزاء الحكم الصادر من محكمة العدل الدولية غير مرضية، فإن ذلك النزاع الحدودي الذي أدى إلى توتر شديد في العلاقة بين دولتين شقيقتين قد سوّي بنجاح.
