تتطلب عمليات التحديث والإنماء الاقتصادي والاجتماعي للمجتمعات - ولاسيما المجتمعات العربية - أن يأخذ العلم والتقنية دورهما في هذه المجتمعات، وذلك عن طريق البحث العلمي؛ لأن الدليل على تطور مجتمع ما وتنميته هي حقائق البحث العلمي ونتائجه، كما أن أحد المعايير المهمة التي تقاس بها عصرية أي مجتمع هو تطوره التقني ومستواه العلمي والتربوي. وللتوصل إلى خطة عمل عربيـة متكاملة تحقق التغيير الإيجابي المطلوب للسياسات التنموية فيما يتصل بالسياسات العلمية على وجه التحديد، استعرضت هذه الدراسة تراكم المعرفة الإنسانية وتطبيقاتها المعاصرة، مصنفة أنواع البحوث إلى بحوث أساسية وبحوث تطبيقية وبحوث تطوير تقني وبحوث اجتماعية، والعلاقة فيما بينها، مركّزة على دور البحث العلمي في خدمة قضايا التنمية والنهوض بالمجتمع العربي المعاصر بآفاقه المستقبلية. ثم انتقلت الدراسة إلى تحديد واقع البحث العلمي العربي، وموقعه في منظومة العلم والتقنية في العالم، وصولاً إلى التغييرات الجذرية المطلوبة وبرامج التطوير والتحديث، لتأكيد أهمية الجامعات ومراكز البحوث العربية لمواجهة التحديات العلمية والتقنية المستقبلية.
