حصل خليل إبراهيم الطيار على شهادة الدكتوراه في العلوم السياسية من كلية القانون والعلوم الاقتصادية بجامعة مونبيلييه في فرنسا عام 1979.
وعمل باحثاً في مركز البحوث والمعلومات التابع لمجلس قيادة الثورة في العراق في الفترة 1979-1984، وانتقل بعدها للعمل في كلية العلوم السياسية بجامعة بغداد، حيث تخصص في تدريس الفكر السياسي الأوربي الحديث والمعاصر منذ ذلك الوقت حتى الآن.
وعمل في الفترة نفسها باحثاً في الدراسات الإسرائيلية بمركز الدراسات الفلسطينية التابع لجامعة بغداد.
كما درس مادة القضية الفلسطينية والشؤون السياسية الإسرائيلية في معهد البحوث والدراسات العربية الذي كان مقرّه في بغداد في الفترة 1984-1987، وأشرف على العديد من رسائل الماجستير في المعهد المذكور.
وقد شارك الدكتور الطيار في العديد من الندوات والمؤتمرات العلمية، وألف أكثر من 35 بحثاً منشوراً، أحدثها: "التخطيط الصهيوني: من الللاهوتية إلى الصهيونية"، و"كيف طبقت الصهيونية مشروعها العنصري في فلسطين؟".
كما ترجم عدداً من الكتب عن اللغة الفرنسية، من بينها: "التطور الاقتصادي في تركيا" و"مفهوم دول عدم الانحياز" و"الشرعية السياسية، دراسة في قانون السياسة، والمسؤولية السياسية".
Book Description
يحلل هذا البحث أبرز أحداث الصراع بين العلمانية والإسلام في تركيا منذ القرن التاسع عشر حتى الوقت الحالي. وهو صراع أدى إلى إسقاط السلطان عبد الحميد عام 1909 بدعم من اليهود والحركة الماسونية، وإلى إلغاء مصطفى كمال أتاتورك منصب السلطنة والخلافة عامي 1922 و1924، وتطبيقه علمانية مضادة للدين. ويرصد كيفية تنامي قوة الحركة الإسلامية بعد قمعها، ومراحل صراعها مع قادة الجيش التركي وأنصارهم من السياسيين العلمانيين الذين يخشون تحول البلاد مرة أخرى إلى دولة إسلامية وتدمير النظام العلماني، ويربط البحث بين الضربات الشديدة التي وجهها أولئك القادة للحركة الإسلامية، وبين التحالف العسكري مع إسرائيل من أجل قطع الطريق على الإسلاميين الذين يطالبون بإعادة الهوية الإسلامية للبلاد والاعتبار لدور تركيا في العالم الإسلامي، ويستشرف آفاق هذا الصراع المستقبلي.
