الكتاب من ترجمة حليم طوسون. عقدت اليونسكو فى منتصف القرن مؤتمرًا عن الديموقراطية، حضرته أكثر من خمسين دولة مختلفة فى أنظمتها السياسية والاقتصادية والاجتماعية، وبعضها حتى حد التناقض، ولكنها زعمت كلها أنها ديموقراطية، بل وزعم بعضها أنها وحدها هى الديمقراطية. وفى الوقت الذى نلهث فيه لتطبيق الديموقراطية، أو نلهث لنزعم أننا ديمقوقراطيون ـ فإعلامنا الحكومى لا يفتأ منذ حوالى نصف قرن يردد ويؤكد أننا نعيش أزهى عصور الديموقراطية هى الدواء، والديموقراطية هى الشفاء... وفى هذا الوقت نسمع صارخ القوم يشرنا بأننا على مشارف العصر الإمبراطورى الجديد، الذى يجمع العالم كله على عبادة العجل الذهبى وحده.. لا يعترف بالحدود ولا بالدوحة القومية... فلا تضامن ولا سياسة، وبالأخرى لا ديمقوقراطية ولا حرية... فليس هناك غير معبود واحد كامل شامل يجتمع له وعليه العالم.يرى جان مارى جيهينو الأستاذ بمعهد الدراسات السياسة ـ باريس، أنه بانهيار الاتحاد السوفيتى عام 1989، انتهى عصر الدولة القومية، وبدأ عصر جديد يقترح له قراءة بوصفه من الخيراء فى مجال العلاقات الدولية والمستقبليات. أنه لمن الخطأ الجسيم ان نعتبر عصر الدولة القومية غاية في حد ذاتها. فالتنظيم السياسي الذي ورثناه من فلسفة التنوير ليس إلا أحد فصول تاريخ البشرية والوسيلة التى أتيحت لنا في مرحلة معينة من تطورنا لإرساء أحد فصول تاريخ البشرية ، والوسيلة التى أتيحت لنا في مرحلة معينة من تطورنا لإرساء دعائم الحرية في ظل النظام السياسي. وهذا التعريف للحرية لن يظل متواجدا بعد انقضاء الظروف الخاصة التى شهدت نشاة الدول القومية وازدهارها ولذا يتعين ان نتفهم قواعد هذا العصر الجديد ، لا لكي نكافحه - فذلك مجهود لا طائل من وراثه ولكن من أدل إنقاذ ما يمكن ويجب إنقاذه بخصوص فكرة الحرية.
