ستيف فولر (بالإنجليزية:Steve Fuller)(من مواليد 12 يوليو 1959 في مدينة نيويورك) هو اميركي وفيلسوف في علم الاجتماع في مجال الدراسات والعلوم والتكنولوجيا.
أكمل البحث العلمي في جامعة كولومبيا في عام 1976، وتخرج بامتياز مع مرتبة الشرف في التاريخ وعلم الاجتماع في 1979. ثم درس في كلية كلير، كمبريدج، ومنها حصل على ماجستير في التاريخ وفلسفة العلوم في عام 1981. ثم حصل على شهادة الدكتوراه في نفس الموضوع من جامعة بيتسبرغ في عام 1985.
فولر من المدافعين عن التصميم الذكي حيث اصدر العديد من البيانات المتعلقة بدعمه لها، بما في ذلك كتابين، وفي عام 2005، شهد لقضية كيتسميلر ضد مدارس منطقة دوفر، وشرح موقفه في المحكمة في مقال كتبه في ملحق التايمز للتعليم العالي.

من كتاب توماس كون (بنية الثورات العلمية) أكثر من مليون نسخة، بعد أن ترجم إلى ما يربو عن عشرين لغة، في المقابل، طوي النسيان نسبيا عمل كارل بوبر (منطق البحث العلمي). ورغم أن كون وبوبر لم يتحاورا بخصوص طبيعة العلم إلا مرة واحدة، ظلت تركة هذه المواجهة تهيمن على المناقشات الفكرية والعامة في الموضوع، وقد قيض لتصور كون في تحول البرادايمات، الذي يكاد يجمع المختصون على أنه يشكل حد فلسفة العلم الحديثة الفاصل ـ والذي يقر أن العلم مجرد نشاط بشري آخر، مثله مثل الفن والفلسفة، وإن كان أكثر تخصصية ـ أن يحقق الانتصار على مذهب بوبر الأكثر وضعية في قدرة العلم الثورية على دحض عقائد المجتمع. ولكن هل كان هذا النصر مفيدا للعلم؟ يجادل ستيف فولر بأن هيمنة كون قد أدت إلى نتائج سلبية في مجال فلسفة العلم، وبأن كون وبوبر قد تعرضا خلال ذلك إلى إساءة فهم متطرفة. يثير هذا الجدل أسئلة حيوية: هل بمقدور العلم أن يظل قوة مستقلة تقدمية في المجتمع، أو أن مآله أن يظل الجناح التقني للمركب العسكري_الصناعي. بالركون إلى نصوص أصلية ـ بما فيها أرشيف كون في MIT ـ يؤمّن فولر تصورا واضحا لخبايا الصراع بين كون وبوبر، ولأهمية هذا الصراع نسبة إلى مستقبل البحث العلمي.
