تمثل بلدان الخليج، بسكانها الأصليين الذين يعدّون 12 مليوناً، إضافة إلى المقيمين فيها من الغرباء الذين يعدون 5 ملايين، أقل من 10بالمئة من عدد السكان العرب البالغ 235 مليوناً، إلا أنها تستحوذ على 40 بالمئة من إجمالي الإنتاج الداخلي العربي، وقد تكفل إذا التطور الهائل بتحويل بلدان الخليج إلى حقل فريد يخصه الاجتماعيون والسياسيون والاقتصاديون بأبحاثهم ومعايناتهم، بل إنه جعل هذه البلدان عبارة عن منطقة حسّاسة يعتمل على أرضها عدد من الاستراتيجيات المتنافسة. ولم تكن حرب الخليج (1991) إلا حصيلة وتجسيداً للتنافس المذكور.
وتعتبر السوق الأوروبية المشتركة شريكاً مهماً لمجلس تعاون دول الخليج العربية، إذ يصدر إليها هذا الأخير أكثر من 22 بالمئة من جمل صادراته أما السوق الأوروبية المشتركة فتستورد من الخليج نفطاً ومنتوجات نفطية وبتروكيميائية، ويستثمر لديها ما يفيض عنه من بترو دولارات، كما أنه تصدر إليه مجموعة كبيرة من منتوجاتها وخدماتها.
ويرمي هذا الكتاب بالتالي إلى تبيان هذه العلاقات القائمة بين السوق الأوروبية المشتركة ومجلس تعاون دول الخليج العربية. فتم التطرق أولاً لموضوع التبادلات الاقتصادية بين السوق الأوروبية المشتركة ومجلس التعاون، ثم من تفصيل الحديث عن العلاقات الطاقية بين الشريكين المتباعدين وبعد هذا تعرض لمسألة الاستثمارات الخليجية في أوروبا، وأوضح مدى تكتم بلدان الخليج عن فضح هذه الاستثمارات.
