الكتاب هو السادس في سلسلة كتب المستقبل العربي، والثاني الذي يصدر ضمن هذه السلسلة ليعالج قضايا التنمية العربية، والدراسات المنشورة فيه والتي أعدها عشرة باحثين تعبر عن فكر نقدي، من اتجاهات مختلفة، وفي مستويات متباينة، جاءت تلك الدراسات ضمن قسمين شمل القسم الأول،عدداً من الدراسات النظرية عن مفاهيم التنمية العربية، وعن أزمتها وكيف نشأت وتطورت، وهي تخلص، بدرجة أو بأخرى، إلى تحديد نظرة مستقبلية، وقد روعي في ترتيب هذا القسم أن الفصول الثلاثة الأولى منه تمثل منهما نظرياً مخالفاً للفصول الثلاثة التالية. ويمثل القسم الثاني من الكتاب معبراً من النظر إلى الممارسة في موضوعات، التنمية العربية. والقسم الأخير يعرض متابعة نقدية لما تحقق على مستوى بعض القطاعات ذات الأهمية الخاصة والدلالة. هذا وان نشر هذه الدراسات في هذا الكتاب هو بمثابة دعوة مفتوحة للحوار، ابتدأ ذلك الحوار الباحث "نادر قرجاني" حيث تحدث عن "غياب التنمية في الوطن العربي" والعنوان يعبر عن نتيجة العرض التحليلي، الشامل والمركز، الذي يقدمه الباحث، ومن ثم دار موضوع المحاور الثاني علي خليفة الكواري حول نحو فهم أفضل للتنمية باعتبارها عملية حضارية حيث يدخل بجرأة في دائرة الإسهامات الأصلية التي أشار إليها نادر فرجاني. وتحدث "يوسف الصايغ" عن التنمية العربية والمثلث الحرج، وهو أيضا في دائرة الفكر التنموي المستقل، وتناول مجيد مسعود قضية، "حول القانون الاقتصادي الأساسي للتطور الاقتصادي والاجتماعي في الوطن العربي" وهي قضية مهمة كما يتضح من العنوان، ومن ثم كان حديث محمد السيد سعيد حول "نظرية التبعية وتفسير تخلف الاقتصاديات العربية"، وقد تناولت نادية رمسيس البحث في "النظرية العربية والتنمية الغربية" ذلك كله جاء في القسم الأول، وأما القسم الثاني فقد تناول المحاورون موضوع التخطيط ومؤشرات التنمية، وهو يقوم تصويبات أساسية في ضوء المفاهيم الجديدة للتنمية المستقلة، وفي ضوء ما تجمع من خبرات عربية مريرة خلال العقود السابقة.
