عن اسما العراق وبغداد أصلها ومعناها عبر العصور التاريخية، يتحدث "سالم الألوسي" في هذا الكتاب ليؤكد على حقيقة واحدة هي: أن إسم العراق وإسم بغداد ينحدران من تراث عراقي قديم، وذلك استناداً إلى المصادر المعتمدة وفي مقدمتها المصادر والكتابات المسمارية.
وبهدف الكشف عن (إسم العراق – أصله ومعناه) وضع المؤلف خطة في تصنيف هذا البحث وترتيبه، على سبعة فصول التزم خلالها بعرض الموضوعات على وفق السياق التاريخي – أي: التسلسل الكرونولوجي لإسم العراق وظهوره أول مرة، مع المصطلحات الواردة في الكتب والمصنفات الأدبية والتاريخية والبلدانية والآثارية مثل: العراق وأرض السواد والعراقان وأرض ما بين النهرين وبلاد الرافدين وسومر وأكد وبابل وآشور وشنعار وبلاد كلديا ... الخ. وقد رُتبت على فصول تناول الفصل الأول – العراق في الشعر العربي، والسواد والعراقان والعراق في المسكوكات، بينما تناول الفصل الثاني – العراق في معاجم اللغة وكتب البلدان والحضارة. وبحث الفصل الثالث في مدونات الكتبة الكلاسيكيين في (بلاد الرافدين)، وخصص الفصل الرابع للعراق في كتابات المؤرخين والباحثين العراقيين المعاصرين. بينما خصص الفصل الخامس للعراق في كتابات علماء الآثار، واستطلع الفصل السادس – أسماء العراق في العصور القديمة على ضوء الإكتشافات الآثارية. ويأتي الفصل السابع والأخير ليبحث جانبين أ- وحدة بلاد سومر وأكد في الشرائع العراقية القديمة و ب – الألقاب الملكية ودلالاتها السياسية. وختم الكتاب بملاحق ووثائق مهمة ثلاثة هي: 1- أسماء العصور التاريخية التي مرّت بالعراق منذ الألف الثالث قبل الميلاد، و2- أسماء المدن والمناطق في العصور القديمة وما يقابلها في الوقت الحاضر، و3- سيرة موجزة للعلماء والباحثين الذين بحثوا في إسم العراق.
