كونه شاعراً عاشقاً, يعشق الشعر واللغة والموسيقى, ويعشق الحياة بكل مفاتنها النائية والدانية,
ولد عام 1951 في زبقين من قضاء صور .
أنهى دراسته الابتدائية في مدرسة القرية, والثانوية في صور, ثم حصل على شهادة الكفاءة في اللغة العربية وآدابها من كلية التربية
الجامعة اللبنانية 1973.
عمل بالتدريس بثانوية صور حتى 1982 , وثانوية المصيطبة في بيروت حتى 1988,

أعد برامج إذاعية متنوعة في عدد من الإذاعات اللبنانية الرسمية والخاصة, كما أعد برامج تلفزيونية ثقافية في تلفزيون لبنان الرسمي.
له مساهمات في العديد من الصحف والمجلات, أبرزها: الآداب اللبنانية,

يتعامل شوقي بزيع مع حروف "العربية" وكأنها سرب من الجميلات المسحورات رغب فيهنّ جميعاً، ولكنه يضطر غلى التمييز بينهن على قاعدة: الأصعب منالاً هي الأمتع صحبة. وهو يوزع قلبه المشطور بين سحر اللغة ولغز الأنوثة. شوقي بزيع من أنضج الأصوات التي تسقي بماء الشعر روح اللغة ببلاغتها المحدثة وصبواتها المدهشة. وتجربته تقيم التوازن الدقيق بين نزق الانخلاع من المأثور وشهوة اكتشاف الآبار البكر، مع المضي صعداً نحو توثيق التزاوج الحر بين الموسيقى والكلمات.
