إن الاهتمام المتزايد مع بداية الألفية الثالثة بأهمية المالية العامة وإشكاليات الرقابة عليها، راجع إلى قدسية المال العام ومدى تأثيره على مستوى الدولة من كافة النواحي السياسية والاقتصادية والاجتماعية، وإلى التطور الذي طرأ على السياسة المالية بالمغرب والتي أصبحت تستهدف تعبئة كل أدوات العمل الحكومي لأجل تدبير فعال للمال العام، سواء من حيث ترشيده وحسن استعماله، وإضفاء الشفافية على الصفقات العمومية، ومن حيث الحفاظ على التوازنات الاقتصادية الكبرى، وإعطاء أهمية متزايدة للقطاعات الاجتماعية. فحتمية التغيير وإكراهات السياسات العمومية الجديدة، تعطي أهمية خاصة وراهنية لموضوع إصلاح منظومة الرقابة المالية بالمغرب بين الحكامة المالية ومتطلبات التنمية. وفوقه، يشكل تشخيص منظومة الرقابة المالية ورهان البحث عن الحكامة المالية المفقودة، الذي تناوله الباحث في فصل أول من عمله، الإطار المرجعي لتقوية وتأثيث الرقابة على مالية الجماعات المحلية أيضا، من خلال الدور المفترض أن تقوم به المنظومة الرقابية المحلية من مراقبة وتتبع كيفية تدبير الشأن العام المحلي، في زمن عرف فيه النظام الجبائي المحلي للمملكة تحولات وتطورات متعاقبة يمكن اختزالها في إصلاحات أساسية، أهمها وأبرزها إصلاح 2007 حيث الظهير الشريف رقم 1.07.195 بتاريخ 30 نونبر 2007 بتنفيذ القانون رقم 47.06، الذي أتى كإطار استدراكي إصلاحي للجبايات المحلية ولتحقيق منظومة جبائية ناجعة وفعالة، للنهوض باللامركزية الترابية، التي أصبحت تشكل الإطار الملائم في كل بلورة لاستراتيجيات التنمية المحلية والذكاء الترابي.
